That means that should anyone be interested in the Tanners vice-captain, they will have to make an offer for him.
Boulter may not be the only player to be put on a permanent contract as the club aims to move up to the Ryman Premier Division.
Football secretary Geoff Corner said: "We want to get into the Premier Division and to do that we have to keep hold of our best players. We are highly delighted to have got Chris on a contract and there are plans if Mick [Sullivan] wants anyone else on contract we will."
Manager Mick Sullivan said: "We wanted to get Chris on contract and he was pleased to commit to another year minimum and he feels the club's going in the right direction. Everyone's pretty positive about staying around for the next year and the vibes are very good."
