THE use of CCTV cameras to "spy" on dogwalkers has been criticised by the Taxpayers' Alliance, an organisation which champions good value public spending.

Emma Boon, Campaign Manager at the TaxPayers' Alliance, said:

"The problem is that it is easier to give an on the spot fine to a dog-walker than it is to take a gangster off the streets.

"Surrey police should listen to what locals want, as taxpayers' money funds these cameras.

"Serious and career criminals cost the public purse far more than dog owners who let their pets foul parks and pavements, so police should focus on them."
