Sydney Simmons homes planned development next to St Giles C of E School, in Ashtead, is recommended for approval at next Wednesday's meeting of Mole Valley District Council's development control committee.
If given the green light the developer will demolish the five bungalows that were built on the site in the 1950s for people on low incomes and replace them with eight flats and five bungalows.
Seven letters of objection were sent to planners, including ones from the Ashtead Residents' Association and the chair of governors of St Giles C of E School, in Dene Road.
The objectors' main concerns are that the application is an overdevelopment of the site and out of keeping with the area.
However, council planning officers feel the application would look better than the existing bungalows on the site which they call "rather bland".
