Kenny Brown, of urban design consultancy Townscape Solutions, said: "In my opinion, both applications would create an attractive new view.
"This should not be regarded as negative. It is simply part of the evolution of Ashtead town centre." Mr Brown compared the proposed store to existing supermarkets in Guildford, Dorking and Epsom.
"While differing in character, these places demonstrate urban design principles common to many streets in the county," he said. "They are similar demonstrations of the principle of good design. Ashtead is simply not as evolved as some of the other examples, but places change, that's their nature. If they didn't, they would stagnate."
Mr Brown added: "It is my professional opinion that the design is not inappropriate, and furthermore both proposed designs promise to deliver an improvement in the quality of the area."
